Firstly, I have not quite read all these dozens of pages so apologies if this suggestion has already been made... But I was thinking; if 'debauchery' is "extreme indulgence in sensual pleasures; dissipation" (according to dictionary.com), then 'nobacherie' refers perhaps to someone who does not wish to, or cannot, participate in sensual pleasures....? Hence, maybe he's the guy in DB's team who makes sure that groupies don't get the best of DB at any time during the tour... Hmmm.

To change the subject: here's a Nobacherie long-shot.
Amongst the villages of India there is a festival known as Bisu, which falls around mid-April. The festival is celebrated over three days, the first day being called Asklanti, the second Bashri (See where I'm going with this?) and the third Saja. Celebrations are in honour of Shiva, The Destroyer, and mainly involve noisy archery contests and dances involving archery. Many goats are sacrificed, much Uskalian is eaten, and (apparently) merry-go-rounds play an important part in the fun as well.
So maybe, possibly, perhaps, "Nobacherie" is a Frenchification of "No Bashri", referring to Mr Brown's reluctance to let any knees-up or party go beyond one day. Or maybe, possibly, perhaps, he has a real problem with parties in which slaughtering goats, dancing with a bow and arrow, or straddling a carousel pony play a prominent part.
